Conley studied at Ohio State University. In his freshman season, he played 39 games and averaged 11.3 points, 6.1 assists and 2.2 steals per game, shooting 52% from the field. Averaged 16 points, 4.8 assists, 2 steals and 5 rebounds in 6 NCAA tournament games. In the championship game, he scored 20 points, 6 assists and 4 steals.
